The Judiciary of the Dominican Republic, in partnership with the United Nations Development Programme (UNDP), has charted a roadmap towards sustainable, including, and gender-sensitive justice.
One of the key components of this cooperation has been the comprehensive transformation of the Judiciary, based on three core pillars: strategic planning, evidence-based decision-making to enhance the public experience with judicial services, and institutional strengthening with a people-centered approach.
This approach that the vision of justice for the future is not only projected for the long term but also implemented in a consistent, dynamic, and socially responsive way.
In this context, strategic planning is not merely a formal exercise but a living process that links long-term goals with the daily operations of the Judiciary.
In 2024, the collaboration between the judiciary and UNDP entered a new phase, incorporating a renewed focus on inclusion, sustainability, gender equality, and innovation. Decadet-based strategic planning is one of the core strategies of this phase.
This ambition has driven the accelerated implementation of the Vision 2024 Plan, focused on three specific priorities that ensure:
0% judicial backlog,
100% access to justice, and
100% transparency.
The strategic approach not only addresses immediate challenges but, by integrating these goals, ensures that justice becomes an excellent public service. The Justice Vision 2024 Plan serves as a solid foundation on which deeper and longer-term transformations are built.
As part of the collaboration, a collective intelligence process has also been conducted, allowing staff at all levels of the Judiciary to participate in conditions of priorities and strategies. By involving the entire judicial body, cohesion is strengthened, ensuring that strategic decisions not only meeting institutional needs but also the public expectations.
With this innovation, the judiciary became the first of its kind to engage its entire workforce in such an inclusive and participatory process. This ensures that solutions to medium- and long-term challenges are not only effective but also aligned with the realities and expectations of the diverse stakeholders interacting with the judicial system.
This transformation began in September 2024 with the Current State and Future Vision Workshops, aimed at reflecting, along with the Judiciary staff, on the current and future challenges of justice over the next 10 years. The workshops provided not only a deep analysis of the current state of the judicial system but also a space to collectively project a model of justice centered on people.
For this effort, UNDP has provided substantial technical assistance, introducing innovative solutions based on regional and global experiences, such as the Justice Future Collab. This marks the beginning of a broader process, framed in the Judiciary’s Scenario-Based Ten-Year Plan for 2025-2034, aimed at reflecting with a wide group of internal and external actors on the administration of justice for the next 10 years.
Here, the next 10-year scenario is directly linked to daily operations and strategic institutional decisions. This type of planning allows the judiciary to anticipate future challenges and develop proactive responses that ensure the resilience and sustainability of its services.
